If your business ships products internationally using wood pallets, ISPM-15 compliance isn't optional — it's the law. Non-compliant pallets can result in refused shipments, fines, and costly delays. Here's what you need to know.
What Is ISPM-15?
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is an international standard governing the treatment of wood packaging materials used in international trade. Its purpose is to prevent the spread of invasive insects and plant diseases through wood products.
What Does It Require?
All wood packaging materials (pallets, crates, dunnage) must be treated using one of the approved methods:
- Heat Treatment (HT) — Wood must be heated to a core temperature of 56°C (132.8°F) for a minimum of 30 minutes. This is the most common method.
- Methyl Bromide (MB) — Chemical fumigation. Being phased out in many countries due to ozone depletion concerns.
- Dielectric Heating (DH) — Microwave treatment. Newer but less widely available.
The HT Stamp
Compliant pallets bear a stamp (or brand) that includes:
- The IPPC logo
- Country code (US for United States)
- Producer/treatment provider number
- Treatment code (HT, MB, or DH)
This stamp is your proof of compliance. Without it, customs officials can reject your entire shipment.
Which Countries Require It?
Nearly all countries that are signatories to the International Plant Protection Convention (IPPC) require ISPM-15 compliance. This includes the EU, Canada, China, Australia, and most of Asia and South America. The few exceptions are for shipments that use manufactured wood products (plywood, particle board, OSB) instead of solid wood.

Do used pallets need treatment? Yes, if they're being used for international shipment and were not previously treated (or if the stamp is no longer visible).
How long does treatment last? The treatment itself doesn't expire, but the pallet must maintain its stamp. If repaired with more than 1/3 new wood, it needs re-treatment.
Can I ship domestically without HT? Yes. ISPM-15 only applies to international shipments.
